On 20 July, in response to a question by Congress MP Mallikarjun Kharge, Pawar said that the average monthly production capacity of Kovashield by Serum Institute of India is 11 crore doses and 25 crore doses of Covaxin by Bharat Biotech.


He further added that "As reported by the manufacturers, Covishield plans to increase the monthly vaccine production capacity from 11 crore doses per month to 12 crore doses per month and plans to increase the production capacity of Covaxin from 2.5 crore doses." per month to 5.8 crore doses per month.



Responding to a question by TG Venkatesh, BJP MP from Andhra on the same day, Pawar said "the estimated production volume is around 130 million (13 crore) doses/month" for Covishield and for Covaxin "the estimated production volume is around 17.5 million". (1.75 crore) dose/month.

While Serum Institute has increased production to an estimated 11 crore (or more) in May, Bharat Biotech's actual production capacity remains a mystery even to the government. In the May affidavit, the government had said that it has a production capacity of around 20 million doses of Covaxin per month.


But now it puts it between 1 crore to 2.5 crore doses per month. In an earlier affidavit filed on April 29, the government had said Bharat Biotech's covaxin production would increase from 90 lakh doses/month to 1 crore and to 5 crore doses/month by July 2021.


By that estimate, Bharat Biotech's capacity should double to 2.5 crore, as claimed in a response in the Rajya Sabha on July 20, to touch 5 crore doses by the end of July, or 1.75 crore according to another response. Dosage should be exceeded five times.


According to the government's June 26 affidavit in the Supreme Court, a total of 51.6 crore doses were to be available by the end of July. This includes 80 million doses of Covaxin to be supplied from May to the end of July. It was also learned that 2.55 crore doses of Covaxin had been administered till May 21. According to the CoWin website, since January 16, when the vaccination campaign was launched, around 5.1 crore doses of Covaxin have been administered.


Thus in the two months since May 21, around 26 million doses have been given, or about 1.3 crore per month, a definite improvement over the earlier months but less than the expected 80 million doses. In a Supreme Court affidavit dated June 26, the government included 40 crore doses of Covaxin, or about 8 crore doses per month, in the estimated availability of 135 crore doses of COVID vaccines from August to December 2021.
